Fudge is terrified and appoints Umbridge as the new Head Mistress of Hogwarts. As her first act of Head Mistress of Hogwats she hand picks certain students and make them something like prefects only they're allowed to dock off house points. she pretty much makes the whole slytherin house her goons.
